Project vs programme vs portfolio

  • Project — delivers a specific output (a product/service/result). Focus: on time, on budget, to scope.
  • Programme — a group of related projects managed together to deliver a strategic outcome and benefits that the projects couldn't deliver alone. Focus: coordination, dependencies and benefit realisation (framework: MSP – Managing Successful Programmes).
  • Portfolioall the organisation's projects and programmes, selected and balanced to deliver strategy. Focus: doing the right things — prioritising investment, balancing risk and capacity (frameworks: MoP, P3O).

A neat way to remember it: projects do things right; portfolios do the right things; programmes join them up to deliver change.

Programmes exist for benefits, not outputs. Benefits management means defining the measurable benefits up front, tracking them, and confirming they're realised after delivery — often months later. A project that delivers on time but no benefit has failed the organisation.

Governance

Larger delivery needs clear governance:

  • Sponsorship — a senior owner accountable for the investment and benefits.
  • Boards — steering/programme boards make go/no-go and prioritisation decisions.
  • Stage gates — formal review points to continue, change or stop.
  • Assurance — independent checks that delivery is healthy and on track.
